The program known as DAAD Helmut-Schmidt Masters Scholarships for Public Policy and Good Governance offers outstanding graduates from developing countries the chance to pursue a Master’s degree in subjects that are particularly relevant to their home country’s social, political, and economic advancement at German higher education institutions.

  • University of Passau: Governance and Public Policy (MPM)

The courses are taught in German and/or English and have an international focus.

Group to target:

Candidates from various regions including Africa and Sub-Saharan Africa, Latin America, Asia and the Pacific, Western, Central, and South-Eastern Europe, Eastern Europe, Central Asia, and the South Caucasus, as well as the Middle East and North Africa, can apply for the scholarship program. Scholarship worth and inclusions:

DAAD scholarship holders under the Helmut-Schmidt-Programme are exempted from tuition fees. Presently, the DAAD pays a monthly scholarship rate of 931 €. Additionally, the scholarship covers health insurance contributions in Germany, suitable travel allowances, study and research grants, and, if applicable, rent allowances and/or allowances for spouses and/or children.

All scholarship awardees will be required to attend a 6-month German language course before starting their studies.

Applicants for the DAAD Helmut-Schmidt-Programme Masters Scholarships for Public Policy and Good Governance must possess a first university degree in the fields of social and political sciences, law, economics, public policy, or administration, and must be committed to contributing actively to the social, political, and economic development of their home countries or regions. They should also have relevant practical experience, such as professional experience, internships, or political and social engagement.

The language requirements and necessary language certificates vary depending on the specific master’s course. Each master’s program has its own selection criteria, in addition to the DAAD’s selection criteria, which may include factors such as degree type, grades, language proficiency, and work experience.
