The program known as DAAD Helmut-Schmidt Masters Scholarships for Public Policy and Good Governance offers outstanding graduates from developing countries the chance to pursue a Master’s degree in subjects that are particularly relevant to their home country’s social, political, and economic advancement at German higher education institutions.

Candidates from various regions including Africa and Sub-Saharan Africa, Latin America, Asia and the Pacific, Western, Central, and South-Eastern Europe, Eastern Europe, Central Asia, and the South Caucasus, as well as the Middle East and North Africa, can apply for the scholarship program. Scholarship worth and inclusions:
DAAD scholarship holders under the Helmut-Schmidt-Programme are exempted from tuition fees. Presently, the DAAD pays a monthly scholarship rate of 931 €. Additionally, the scholarship covers health insurance contributions in Germany, suitable travel allowances, study and research grants, and, if applicable, rent allowances and/or allowances for spouses and/or children.
All scholarship awardees will be required to attend a 6-month German language course before starting their studies.
